Bengal’s opposition leader Suvendu Adhikari has recently demanded for President’s rule in the state of Bengal and emphasized the need for new elections to establish a “democratic government.” He demanded to escalate protest movements in the coming days aiming to force Chief Minister Mamata Banerjee’s resignation. President’s rule which is also known as Governor’s rule refers to a situation in India where the state government machinery fails to function according to constitutional provisions. When this occurs the Union government steps in and directly administers the state. During President’s rule the elected Council of Ministers responsible to the state’s legislative assembly is dissolved and the chief minister vacates their office. The centrally appointed governor assumes executive authority assisted by nonpartisan retired civil servants. The state’s constitutional machinery is either prorogued or dissolved necessitating new elections. President’s rule is due to a “State Emergency” or “Constitutional Emergency” and is governed by Article 356 of the Indian Constitution.
Why Suvendu Adhikari Wants President’s Rule?
Suvendu Adhikari who is the opposition leader in Bengal has called for President’s rule in the state. He believes that imposing President’s rule and holding fresh elections will lead the way for a “democratic government.” Adhikari’s demand comes in the wake of recent tragedies including the Kolkata rape and murder case which has caused a lot protests across the country.

On August 9 2024 Moumita Debnath a trainee doctor at R. G. Kar Medical College in Kolkata was brutally raped and murdered within the college premises and her body was found in a seminar room on campus. The incident has raised serious concerns about the safety of women and doctors in India. An autopsy revealed that Debnath had been sexually assaulted before being killed. The injuries were extensive including bleeding from her eyes, mouth and genitals. The case has led to nationwide protests and demands for investigations.

Should President’s Rule Be Introduced in Bengal?
The question of whether President rule may be imposed in Bengal is a complex one. On one hand proponents argue that it could restore stability and ensure effective governance. The recent Kolkata rape and murder case has highlighted serious law and order issues and some believe that central intervention is necessary to address them therefore President rule may be imposed in Bengal.
