The Uttarakhand Governor, Lt Gen Gurmeet Singh (Retd), has approved the Uttarakhand Minority Education Bill, 2025. This decision marks a important change in the state’s education system.
With this approval, the Madrasa Education Board Act, 2016, and the Non-Government Arabic and Persian Madrasa Recognition Rules, 2019 automatically end on July 1, 2026.
Uttarakhand Governor approved Minority Education Bill
The new law will create an authority to oversee minority educational institutions. This authority will grant recognition, set standards, and ensure these institutes follow the guidelines of the Uttarakhand Board of School Education. It will also ensure fair and transparent student evaluations.
Chief Minister Pushkar Singh Dhami announced the move on X on Tuesday. He said, “With the Governor’s approval, the path for this bill to become law paved.”
Uniform law for all minority communities
The new law will replace the current madrasa-specific system with a uniform framework for all minority educational institutions in the state. The Bill approved by Uttarakhand governor guarantees that educational institutions run by communities such as Sikh, Jain, Buddhist, Christian, and Parsi, and Muslim institutions, now recognized under the same system.
Previously, only institutions associated with the Muslim community officially recognized as minority institutions. This new law expands that definition to provide equal rights and recognition for all minority educational setups.
