On UP Day 2026 and on January 23, which is Netaji Subhas Chandra Bose’s birthday, the Civil Defence Department will hold a blackout mock drill at 6 PM.
The District Disaster Management Authority (DDMA), State Disaster Response Force (SDRF), Fire Department, Police, Health Department, and other agencies will join in the drill.
UP Ready for Blackout Mock Drill on 23 January
Principal Secretary Samyukta Samaddar has given instructions to the Director of Civil Defence and District Magistrates for the drill preparations. The Principal Secretary has asked them to find suitable locations, choose volunteers and disaster response staff, and make sure the mock drill starts on time.
During the mock drill, a siren will sound for two minutes at 6 PM, with alternating loud and soft tones to mimic an air raid warning. During this time, power shut off in all designated areas. Citizens will be moved to safe places.

Afterward, a loud siren will sound for two minutes to signal the end of the air raid threat in UP. Once the threat is over, civil defense volunteers will spring into action. They will use fire extinguishers to put out small fires. The fire department will bring fire tenders to handle larger blazes.
Civil defense volunteers will also provide first aid to anyone injured in the attack. They will rescue people trapped in collapsed or damaged buildings. The mock drill end when the injured taken to hospitals by ambulance.
The Principal Secretary has also asked the Director General of Police, the Additional Chief Secretary of Medical and Health, the Managing Director of Uttar Pradesh Power Corporation, and the Relief Commissioner to prepare for the drill.
