The Center and Delhi government announced on Tuesday that buildings in 1,511 unregulated colonies will gain legal status on an “as is, where is” basis, without the need for approved layout plans. This aims to speed up the process of granting residents ownership rights under a scheme announced in 2019.

At a press conference, Union housing and urban affairs minister ManoharLal explained that the goal is to encourage residents to register their properties. The change will also allow them to build or redevelop according to municipal rules.
“Delhi has multiple authorities working simultaneously. We have taken a major step to reduce this by transferring all unauthorized colonies from the Delhi Development Authority (DDA) to the NCR government, which will handle their regularization,” Lal said.
No layout approval required
Under the new rules, residents can register their properties without needing to submit a layout plan. Instead, they can submit a building plan created by any architect approved by the Municipal Corporation of Delhi (MCD).
This decision builds on the Pradhan Mantri-Unauthorized Colonies in Delhi Awas Adhikar Yojana (PM-UDAY), launched in 2019 to grant ownership rights to residents of unauthorized colonies. Officials familiar with the matter noted that while the scheme allowed ownership through conveyance deeds and authorization slips, the lack of approved layout plans had been a significant barrier to construction approvals and full regularization.
