Canada has been the favorite destination for Indian students to pursue higher education, with over 4.26 lakh current enrollments in different Canadian institutions. Recent political developments related to the resignation of Justin Trudeau and the likely rise of the Conservative Party under Pierre Poilievre have brought into question how these changes may affect Indian students in Canada.
Shifting Trends in Indian Students Enrollment in Canada
It follows that the number of Indian students coming to Canada increased massively since 2015 on the back of study permit approvals which shot up from 31,920 in 2015 to 278,250 by 2023. Immigration, Refugees and Citizenship Canada report that Indian students already comprise 40.7% of the nation’s international student population. Yet, despite increased numbers, tighter policies enacted in the latter half of the Trudeau administration have imposed challenges.
In 2024, study permits issued to Indian students were down 4%, with just 137,445 permits issued by August. These numbers reflect new policies restricting the stream: the axing of the SDS program for Indian students, a reduction in work hours for international students, and increased restrictions on post-graduation work permits. Mixed Reactions over Recent Policies
While some consider such measures to be a way to create difficulties for international students, others regard these as the means to bring stability and long-term success. “These policies aim at attracting serious students with a focus on matching Canada’s labor market needs,” added Tirath Singh, an immigration consultant. “These changes filter out the non-serious applicants and provide better opportunities for integration with the people coming with genuine intentions,” explained Singh.
New Hope After Change in Leadership
Saurabh Arora of University Living welcomes the new hope for better bilateral relations between India and Canada. “The change in guard should usher in progressive policy changes, simplifying visa procedures, and increasing job opportunities for students post-study.” He said.
With the Conservative Party preparing to take over the reins, Indian students may face challenges and stand a few chances depending upon the course and character of future policy shifts and diplomatic relations between India and Canada.
