While police may help with safety or urgent issues, the criminal process will begin in court. This aims to reduce misuse, standardize procedures, and conform to complaint case protocols.

Complainants should write a detailed complaint, attach evidence, list witnesses, and file it with the appropriate magistrate. The court may question the complainant, issue a process, or order a limited police inquiry. For cheque bounce issues, firms should include bank memos, notices, and proof of delivery. UP FIR registration will still be available for serious crimes, but these 31 offences will now go through the court first.
The directive is a response to the Allahabad High Court’s examination of how police were handling complaint-only cases. The DGP has adjusted procedures to follow the complaint route. Initial reports suggest that police clarified that not every complaint will result in an FIR.
