Uttar Pradesh has introduced a policy that lead to repeat-offender Stray Dogs confined to shelters for life if they bite people without cause. This is the first directive of its kind in the state about managing aggressive street dogs.

Under the new rules, any dog that bites a person captured and taken to an Animal Birth Control (ABC) facility for a 10-day monitoring period. If the same dog attacks someone again without provocation, it will face lifelong confinement at the center. The only way out through adoption, and the new owner must provide a written guarantee that the dog never allowed back on the streets.
The guidelines given to municipal authorities on 10th September by Principal Secretary Amrit Abhijat. They require that every case where someone receives anti-rabies treatment after a dog bite must trigger an investigation. This investigation will lead to the capture and transfer of the responsible animal to the nearest ABC center.
10 day observation period starts to monitor dogs activity
Dr. Bijay Amrit Raj, a veterinary officer with Prayagraj Municipal Corporation, explains that during the 10-day observation period, Stray Dogs will sterilized if they haven’t already been, receive microchip identification, and have their behavior closely monitored. These microchips consists detailed animal data and allow tracking when needed.
A panel of three experts will decide whether each attack was justified or unprovoked. This panel will include a veterinary professional, an experienced animal handler, and a municipal official. For example, if a dog reacts defensively after being hit or having stones thrown at it, it not considered an unprovoked attack.
