Russia Deputy Prime Minister Denis Manturov has arrived in India for a two-day state visit. This comes as New Delhi prepares to host a BRICS summit in September. Russian Deputy Foreign Minister Andrey Yurevich Rudenko said that President Vladimir Putin expected to attend the summit.

Manturov’s visit should begin the groundwork for the BRICS summit and for Indian PM Modi’s trip to Moscow later this year. Manturov set to meet with Foreign Minister S. Jaishankar. He will also meet National Security Adviser Ajit Doval and Finance Minister Nirmala Sitharaman.
Manturov co-chairs the annual India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC) alongside Jaishankar. His visit is important as India and Russia strengthen their collaboration in the defense sector.
Strengthening Strategic Cooperation
In March, India approved plans to buy defense equipment worth $25 billion. It includes Russian-made S-400 air defense missile systems and various types of aircraft and artillery, as part of a quick military modernization effort. The S-400 systems showed their capabilities during the brief military standoff between India and Pakistan in 2025.
Manturov’s visit also expected to help set the stage for a possible visit by Modi to Russia later this year. Last month, Russian Foreign Minister Sergey Lavrov mentioned that Modi scheduled to visit for his annual summit with Putin.
