In a standing file submitted to the Karnataka High Court, the state accused RCB of earlier victory parade regardless of police denying permission, and of failing to coordinate with authorities. The event was organized without formal clearance, in violation of a 2009 city order.

Confusion occurs and on the afternoon of the event, organisers announced that entry could require passes. The unexpected change cause panic at the gates, led to a deadly stampede and accidents to a number of police employees.
Govt alleged DNA entertainment, KSCA with RCB for tragedy
The government also criticised event partners DNA Entertainment and KSCA for failing to control the crowd that led to Bengaluru Stampede. In the aftermath, the state ordered judicial and magisterial inquiries and suspended police officials. They also transferred top intelligence officials, and extended compensation for the victims households to ₹25 lakh each.
